Unfortunately, at these retail locations, there is always going to be the possibility of upselling. In am certain that Public Mobile kiosks employees are trained to try to get you sign up to the most expensive plan possible. I realize that they will sign you up to whatever plan you like if you activate there, but they're still going to prefer if you take one of the more high-end plans.
