how do I obtain the residual funds from an expired account

If suspended for a shortage of a couple of $$, why would the account not be reactivated but instead a new account started up with a new tel number, new SIM etc? Unless it went over 90 days in suspension.

@will13am The OP said the account was a few dollars short of the required payment and was suspended. I read that as meaning it was suspended for insufficient funds. If Auto Pay was turned on in this case he wouldn't have a surplus in the account as the difference would have come off his CC.

The funds left over were a few dollars short of a further monthly payment.So the account was suspended. Later a new account was opened without realizing there were still funds in the original account. Is there no way the funds could be transferred to the active account?

The only way is to contact the moderators.
Did you put the funds there? Or did they accumulate from rewards and credits?
Has it been more than 90 days since the account expired/suspended?

Sorry, but you don't. Any funds in the account when at the time of account closure are lost.
If you simply mean that you didn't have enoguh in your Public Mobile account balance when the plan would have been renewed, you can use it to reduce the cost of your renewal by making another payment, but only if the account has been suspended for less than 90 days.
Service on an account that has had the number ported out cannot be resumed.
