@Michaelsun Keep in mind, that picture messaging requires data to be turned on and will not use up your data allotment; however, other apps may update messages etc once the data is turned on, which will consume some/small amounts of data. You can work around this, by turning on Wifi to allow these apps to update messages etc, turning Wifi off, then turning data on to send/receive (download) your pic message. Hope this helps!

@Michaelsun Everyone is correct. You may need to reconfigure your APN settings on your phone if you cannot send and recieve MMS and your data is on.

Define need.
You don't need any data in your plan or add-ons to send/receive picture messages. You just need the phone data mode on.

It needs data to turned on, but it won’t use up your data allotment.
If if your data runs out, it will still work.

No, data has to be enabled but does not consume data.
