I have three public mobile accounts. two of them have access to plans under $30 for me and my sons. my son's phone only has a $35 plan. Why doesn't he have access to the sub $30 plan?

most plans now are 5G plan. It is more about price and the data
And you can only change to plan available on your My Account-> Change Subscription page. PM cannot help with that too if the plan is not there

we only can change to whatever plan we can see in our individual accounts. Not easy to downgrade to much cheaper plans now.
