Unable to make voice calls now. Nothing has changed on my subscription, texting works though

Which model phone are you using? Is your phone VoLTE compatible with PM network? Are you a customer in Manitoba (3G network has been decommissioned in Manitoba)?
Check your IME:

If not VoLTE compatible, that may explain your talk issues.

try rebooting your cell. Try a network re-set. Try your sim in diff cellphone (ignore that suggestion if you use esim)
Perhaps there could be a localized network outage.
