I would say that having no service (as in not being a customer) or no service (as in it no working properly) means that any charge is an overcharge for the entire amount charged. The way that Public Mobile doesn't always shown plus and minus signs (or debit and credit) to make the two entries easier to understand doesn't come into play.

Were you previously a customer but stopped using the service? When signing up, some customer may not be aware that autopay is automatically enabled. If you just stopped using the services, Public Mobile would continue to renew your plan.
