As I strongly suspected PROVIDER decides which phone to activate VoLTE even if your phone DOES support VoLTE.
That code *# etc. did not bring any 'hidden menu' on my S10.

What's the point of the of the site telling me it's volte compatible then? Where is the definitive Whitelist?

Phone Might be VoLTE compatible but if provider does not enable it you will not see that option.
My Samsung S10 IS VoLTE compatible but since it is 'old' I do not see that option.
