issue in number transfer from virgin plus to public mobile:

To fix the issue you can I believe you can contact Virgin Mobile to re-initiate the process. I will message you the phone number check the your inbox. (Click your profile picture and click messages.)
If it’s not on Virgin’s end then you can contact a Public Mobile CS agent.

Contact Customer Service; they should be able to help you. You can submit a ticket to a customer support agent using this link: CS Ticket Submission. Explain the situation and list the account number.
Also, take care not to share any personal information here, as the forum is public, and you might expose your personal information.
