I am able to make outgoing calls with my phone, but when I try to call it, I receive the message that my call cannot be completed as dialed.

And if the problem still persists after 3-4 hours, it might be because something went wrong with the porting of your number. If that is the case, you will have to send a message to the moderators for them to take a look at your account.

Welcome abaord
Did you transfer your number from another carrier? If yes, it usually takes around half hour upto couple of hours before the incoming calls and texts start working.
Reboot your phone and test again. You should also receive a confirmation sms when the number port is complete.
