I just set up my phone a few minutes ago and it is dialing out and texting out, but I can receive calls or texts.  Help!

There can still be a delay even if you set up new service with a new number (no number port with an old number). Usually takes only a few minutes, or maybe a few hours, but could be a full business day or two.

 

Until the network (all the Canadian networks) and registries and billing stuff are all synced up therr could be malfunctioning sergice on your phone number (although local calling almost always works properly right away).

 

Just restart your phone every hour or two (just to be sure) and it'll sort itself out.

 

Don't forget to configure your Operator/Carrier/Network (as "auto" or "Public Mobile") and your APN Settings (Public Mobile APN Settings, to use cellular data and attachments). If you have an older devicr with an older operating system you might also have to manually configure your voicemail number.

@RodneyE  if this is still happening after 3 hours if a mobile provider and 2.5 days  if a landline. Contact the moderators, your port is probably stuck.  Click on the green questionmark in the white circle at the bottom right of your screen.  This connects to the autobot Simon.  Type moderator and follow the prompts to get to one (CLICK on account specific question and human and submit a ticket)

@RodneyE  In addition to @popping's advice, I would just add that it's always a good idea to reboot your phone.

If you are porting your phone number to PM, the incoming calls and texts will go to your old provider until your old provider release your number to PM.  If your old SIM card is still working, you can continue to use it until it stops working.  This is the indication that your old provider has release your number to PM and start using your PM SIM card.
