Hello,
I used to be able to make calls to other iphones in the US, even tho I don't have long distance on my plan. It is my understanding that iphones can phone other iphones anywhere in the world...but for some reason I'm not able to. Is there some settings I have to change?
Thank you.

I do believe our OP is speaking about Facetime

Facetime can be used for audio only, or video calls. Both parties must have Facetime AND be connected to wifi, or a cellular data plan.
@bree1212 What is your Public Mobile plan?

Their is a voice only option for facetime. I believe that is what OP is speaking of. OP correct me if im wrong. This however has nothing to do with the carrier other than them providing you with data to make the voice only facetime call. To do this do not go into the phone dialer but the facetime app on your phone or press facetime while viewing the contact you wish to speak to via facetime.

Are you talking about iMessage or actually calling? I used to be an iPhone user but never heard that you could call any iPhone in the world without a long distance plan.
