First: Turn off iMessage & Facetime then check Settings >> General >> About - if a carrier update is offered take it.
Second: Reboot your phone and turn on Factime, then go to Settings >> Messages >> iMessage on, Send as SMS on, MMS Messaging on >> Send & Recieve >> should show your PM phone number and your iCloud address. Confirm Factime also shows your PM phone number and iCloud address.
Third: Settings >> Cellular >> Cellular Data on, WiFI assist off >> Cellular data options Enable LTE on, Data Roaming on >> Cellular Data should show APN isp.mb.com
That should do it.

This is not an PM issue. You may want to contact Apple or just wait it out or restore phone. Have you tried it over wifi?
