Chatr has notified my mum her flip phone will no longer be supported on the network and to purchase a new (flip?) phone. Can she activate her old flip phone with Public Mobile regardless of specs?

That's correct. All Canadian carriers are in the process of shutting down their 3G networks. Public Mobile's 3G shutdown plan can be found here: https://www.publicmobile.ca/en/get-help/articles/3g-shutdown

Does it connect to the 3G network at Chatr?  If it does (and the device is network unlocked), it will work at Public Mobile on the 3G network, but the 3G network is only going to get worse at Public Mobile as it's gradually phased out.  I know that you don't want to hear this, but you're eventually going to need to purchase a new phone.
