I would like to transfer the funds in a Public
non-activated plan to my current plan. How?

Every account is unique and there is no link between accounts so you cannot transfer money from one to another account.
You cannot transfer Anything including bonuses, add-ons, etc.

you cannot transfer funds between accounts
However, if the plan was not activated yet, PM support agent usually will be willing to issue refund. Please use the same email address you used for that non-activated account to create a Community account, then message PM CS agent and ask them to cancel the account and issue refund.
