not yet. For most of Canada, the 3G network won't go away completely till at least end of 2026, could be longer
But Manitoba would be the only province with no 3G support by the end of this year. If you are not in Manitoba, you don't have to worry yet
But for the rest of use, although 3G is still here for 1.5+ year, Telus is realigning some 3G bands, which mean 3G signal will be weaker and could affect 3G voice calls for those handset that does not have VoLTE or not VoLTE compatible with PM network
