Upgrading from iPhone X to iPhone 17 which only has e-Sim. What is the easiest way to set it up and transfer my # and PM account to the new device?

Hi, you must download the Public Mobile app to your new phone.
Purchase SIM card, purchase eSIM in order to keep your existing phone number.
Install the PM app on iPhone 17 and purchase an e-sim.
