i have a plan with 500MB data on iphone 6s, and i am not able to use my data. usage is 0MB.what can i do to use my data?

If this a brand new activation?  Have you ever had data working?

Turn on your cellular data mode? 🙂

Check and set your APN settings.

Reset network settings.
