why do I get charged .08 MG of data at 4 AM on several days in a row -- I'm asleep at 4AM

0.08 MG (presuming you meant MB) of data is such a small amount, it ought not to raise eyebrows.
The actual time of data use is not displayed by public mobile. But you could probably find out such information on your device, depending on its capability.

@joycey_m - some call that a buffer. It should reset. EDIT, well it could be actual usage...Data gets posted normally in two 12 hour blocks in our detailed usage (not live or when actually being used). So yes during the night is when these items can show up.
The buffer is a small amount of data that adds to the account, then resets itself.

the data usage only posted twice a day
The time showing on an entry is NOT the time your data was used, but a total usage between the timestamp of the last entry and the time of that entry
