My credit card charge was $35.99 for a $35 monthly plan. It also shows on my online account that I have $14 credits and that I owe $21. Why was I charged $35.99? A random amount.

You are right! My charge was $39.55. which is $35 + tax.

If you could post a screenshot of your Payment Transaction History (hide personal information) we can explain to you what's actually happening. The overview page would also be helpful. Show a 90-day history of the payment transactions if available.
Your credit card state will show the total cost including the taxes, public mobile only shows the value (without taxes) but states that taxes are applied at the time of purchase (top-up, voucher purchase or credit/debit card).

Double check your credit card statement to see the charge. In the first month you will be charged full and it should be $39.55 including your 13% sales tax. I believe that $14 is your 2 auto pay credits of $2 each and $10 refer a friend credit. Credit of $14 will be applied against your second month bill. Hope this helps. Also check your account details under payment history on your PM account.

Then you were charged correctly. The credits you see will be appled to your next bill.

This is my first bill.
But still - I need to print a receipt from Public Mobile account that matches my credit card charge. I'm not sure why they don't match?

When did you sign up with PM? In my first month I was charged the full amount of my plan and it was until the second month that credits started to be applied.

@SueUnderhill you probably had a 2dollar reward which knocked it down to 33 then add the tax is 35.99 the other numbers are your credit for next cycle minus what you owe

How long ago did you sign up with PM? Credits usually are applied on your second bill.
