I will be gone for most of May to a country not covered by Public and want to change to a cheaper plan since what I have currently is more than I need anyway, but why aren't all the subscription options available when I go to change my subscription in my account? Can I get help changing to a plan that actually matches my usage?

Just remember if you change plans you may not be able to return to your current one if it's no longer available. For the most part downgrading to a cheaper plan is no longer an option with Public Mobile though exceptions do occasionally appear in your account. Check both the app and your account online as they don't always show all plan options in each.
Suspending via lost/stolen is also an option but it disconnects you immediately from the network and must be re-enabled before manually paying to reactivate service ( once your current 30 day cycle is exhausted).
If you do change plans schedule it to occur on your next renewal rather than "now" or "immediately". Take a screenshot just in case there is an issue with the scheduled plan change.

Login My Account and see what the cheapest option you have and change to it
On top of it, you can also suspend your account by turning off Autopay. but you need to come back and manually renew for 30 days every 80+ days of suspension. You need to do that because account suspended for over 90ndays will be closed
