If you have never activated the SIM card you will need to complete the activation pages here to create an account: https://publicmobile.ca/en/on/portal/activation
Porting your phone number from another cell provider could take a few hours to complete the port.
Using the other cell provider's SIM you should be still receiving calls on it, until the port completes.
Incoming calls are usually the last to port over.
Make sure you do not cancel your previous provider's services.

Leave the OLD provider SIM card in your phone to accept the PORT via SMS/text.

Changing Your Number,
You can change your phone number up to 4 times every 30 days after you’ve activated. To change or transfer your number after activation, go to your Self Serve Account here link, and:
You will need to provide the same information as requested during the activation process above.Your previous service provider may also send an SMS text to validate the transfer, so ensure your old SIM card is still in your device so you can receive and respond to this message. Please do not replace your old SIM card with your Public SIM until the number has been successfully transferred.

the SIM change functionality has been re-enabled in My Account, now with an additional security step: 2 factor authentication to further protect against SIM card fraud.In order to change the SIM card associated with your account, you must now verify your request through a one-time security code that will be sent via SMS or email.To change your SIM card, please follow the below steps:

@missvicki usually , just put your SIM into your new phone, power up and Viola!! (unless you find your SIM is bigger than the slot)
first check if you see it showing Public Mobile and any sign of connected, then try to make a phone call and then try data.
Just in case any issue, let us know what the error is and what brand and model of your phone.

Changing phones, you mean hardware?
Just insert your PM SIM into new phone and it should work right away.
Reboot might be needed and in worst case scenario network settings reset.
