I join a $20 plan with unlimited talk in Walmart, the salesman told me that the plan can receive text but cant send and also I will have a $25 rewards after 72 hours, but now get nothing

You were missed informed. Talk only plan means just that no incoming or outgoing texts.
Also check the details of the promo. They usually are talk and text or talk text and data, not just one item
