Hi, I have basic plan with 250 MB now, but I cannot send message without data or wifi, can you clarify what is wroing with that? Thanks, Wei

imessage can work as a standalone texting app without going through Apple servers needing the internet. I don't think I'm ready to call this a PM problem yet until we figure out what all is working or not.
You said "they off imessage"...do you mean that they have the imessage slider set on and SMS on and MMS on? Or do you mean they don't even have iphones?
(Where are the Apple pro's around here?)
Again...can you send and receive texts to Android users?

between my family members ( rogers anf Bell), they can send and receive message without any wifi or data, they off imessage as well...please explain why message does not work between PB and rogers. Thanks,

It's a quirk of Apple and their imessage app. If you are linked to the imessage server and your recipients are linked to the imessage server then it will use the internet (wifi or cellular data) to send and receive.
Can you send/receive to/from Android users? Again, is this happening with everyone or just some users?

yes, I did set the SMS and MMS options o, but still cannot still send message and receive message.

Sounds like you have an iphone. You need to set the SMS and MMS options on. If you're sending to other iphones then that's just the way it is. Welcome to Apple's closed little world.
