Yes referrals can be implemented after activation. You'll need to contact the moderators which at this time is a bit ridiculous as you have to go through the chatbot in the ? balloon in the lower right.
If you activated after Sep 23rd then you would get $20 and the existing customer $10 plus the usual $1/30 days reward.
