I just purchased an Asus Zenfone Max Plus to replace my old Asus Zenfone 2 Laser.
After putting the Sim card in the Zenfone Max Plus, the phone can make calls, receive data and e-mails on Wi-Fi but not using the cellular data.
Putting the Sim card back in the Zenfone 2 Laser all the data functions work, so I believe there's nothing wrong with the card.
Does it have something to do with the APN?
If so what values should I use?

I added Public Mobile the APN values from my Zenfone 2 Laser. The link had all the same parameters except MVNO type and MNVO value, which were blank. I entered the MVNO type from my Zenfone 2 Laser which was "GID", and the MNVO value "FF". This did not work initially as I was intent on keying in the values from my old phone. Then I realized that when you enter the MVNO type value it automatically populates the MNVO value. So after a little frustration everything works.
The phone works fine now.

You are correct the phone defaulted to and thought it is one from either Telus or Koodo.
I deleted them and added Public Mobile and added all the APN values from my Zenfone 2 Laser. You are correct in saying that there is nothing wrong with your sim card. And yes, this is almost certainly and completely an APN setting issue. The default APN settings are determined by how and what is programmed into the phone's software. If there are mistakes in the settings, your data won't work.
A common problem with phones happens when a phone detects a Public Mobile sim card but thinks it is one from either Telus or Koodo, and then sets the settings correctly based on that.
It's also possible that the APN settings are blank on your new phone.
Because you have another Asus made phone there, it may be a good idea to take a screenshot of the settings that Asus has used for the phone that the data is working on.

For data to work on your phone using the Public Mobile network you must setup the APN (Access point names) settings. Click here to see the APN setup article.
For MMS to work you also need to have the APN setup correctly although the data used will not be from the data you paid for; this allows you to send and receive MMS without a data plan. Don't worry there aren't any overages because this is a prepaid service you can only use what you've already paid for.
Please note even if you have a 3G speed plan it will still show you are on the 4G LTE network they just throttle you to 3G speeds. It may take up to 72 hours for the throttle to be applied to your account so enjoy the high speed while you have it.
