No, when I hit resend code it refreshes and the 5 minute timer restarts.

did you mean the PM 2FA code? are you new subscriber with porting in phone number? if you are, check the phone with your old carrier, it could have been sent there if porting was not done yet
or you can try to click Didn't Receive code, and check if email or voice message are options, try both
