I am trying to activate a new account, I get to the payment section, enter all valid info, and says Credit card cannot be processed....I've tried 3 different ones and can assure you they all work fine everywhere else in the world. The problem appears to be on your end.

Enter your postal code without spaces unless there is a space on the credit card statement then enter the first 5 digits only with the space.
I'm almost certain that it's Public Mobile themselves who started saying that in a help article, but I don't understand it. There will always be a space in billing statement of any credit card issued by a well-known Canadian bank as per Canada Post addressing standards for mailing these. Really, the postal code should never be entered with a space and the last digit shouldn't be skipped at all. Doing that is actually asking for an address verification error. This is really a design flaw the the Public Mobile self serve/billing system, as really a space shouldn't even be allowed . It's also my understanding that in a future update to the systems, pressing the spacebar in the postal code field won't do anything.

Clear your browser cache/history/cookies. Close browser and open a new browser in incognito/private mode. Also, you can try a different browser.
Enter the credit card address "exactly" as it appears on your statement.
Leave the apartment field blank. If needed enter your apartment number in the street address field.
Enter your postal code without spaces unless there is a space on the credit card statement then enter the first 5 digits only with the space.
Edit: Thanks @computergeek541 for info on postal code.
