I was just wondering, since public mobile is on the TELUS network, will their Hwai usb internet stick work with public mobile, and if so will it still work if you only have a 3G data plan?

Yes, I would think so.
I have used a Telus WiFi hub with PM many times. It is the Hauwai B882 hub. Works great. I can even make/receive cellular calls through the hub.
