@dzideqk is the question is, will I get Public Mobile roaming service while outside of Canada? The answer, unfortunately, is no. You would need to purchase some sort of pre-paid service from a carrier in the EU, or a global roaming service such as iRoam (there are likely others but I can't think of them off the top of my head).
You would also have to verify that your phone is carrier-unlocked, and compatible with the frequencies in use by the carrier you wish to use while aboard.

Summarizing previous comments:
Phone: maybe
sim card: no
In order to work, a phone needs to:
a) connect to the towers (probably fine here, but check frequencies)
b) accept a sim card (phone will need to be unlocked to accept a European compatible sim)
c) have a sim card that works in europe (Public Mobile sims only work in Canada, so you will need a different one)

Right, just to add on to the above reply. Your phone also needs to be unlocked to work in Europe.

Your phone could work, but it depends on which phone you are using, and which carrier you will use in Europe.
But your PM SIM won't work outside of Canada.
