Who can stop forum spammer?

Are Oracles and Moderators authorized to stop forum spammer?

I already reported some of the posts an hour ago but the poster is still going at it. On post number 20 right now.

I made a post but really not much i can do but report as well.  I did ask them to stop spamming because in the past people have had their posting rights suspended or taking away from them.
