Where can I buy public mobile phone cards online for a friend so I can send them an activation code?

@OP, not sure what you mean by 'so you can send them an activation code'.

However if you looking to Purchase a Prepaid Voucher/ Top up cards for an active Public Mobile Client , you can buy them pretty much anywhere in Ontario and Quebec. What I mean by anywhere is Gas Stations, Corner Stores etc

On this same site by clicking on order your sim and enter your email, by the way sim is not paid for, it's all fre, but you need to be selected Beta tester first

As of right now they would have to sign up to be a beta customer here, but it looks like the mailing list isn't active right now.

Once Public Mobile has ended BETA your friends should be able to order a SIM card from www.publicmobile.ca
