After when the number was transferred to the public mobile, what's up/ telegram messengers did not show any notification, in case my phone was not disturbed for 15 min. It looks like deep sleep. I have Uninstalled apps and installed them again, deleted the accounts and registered again, checked all settings, and have gave all permission, result is the same. The same history with my wife's number and phone.

I have used both WhatsApp and Telegram before. The phone number is only used as way for your contacts to easily find you. Both apps confirm that the phone number is yours by sending a text messgae with a confirmation code. However, the actual WhatsApp and Telegram services are using a standard internet connection. Other than providing a possible internet connection, these messenger services and not receivng notfications for messgaes through these service wouldn't be related to Public Mobile.

and on Telegram settings, Have your tried the "Reset Notification Settings" button at the bottom of the Notifications & Sounds page

Why does it happened after transfering numbers and with 2 different devices (Samsung and Iphone)?

Doesn't work. With lucky mobile sim works great, but with public mobile no.

@MaksymG it has nothing to do with the mobile network, just phone settings
Check if you disable background data for those apps, if you turned on Data Saver. Check global notification settings and notification settings on app level

Not sure if this will do the trick but you can try toggling airplane mode off and then back on, or better yet power off your phone and turn it back on, always a good thing to do after porting over a number and setting up the new SIM card
