You should be able to change your plan if you havent activated your account/sim yet. But once you do activate, you will only be able to change to more expensive plans than your current one.
If you dont see any option to change on your account, message a PM customer service agent here:

You should be able to change your plan in the subscriptions tab of my account. If you cannot see it or are not able then you can send a message to CS_agent asking them to switch your plan. Use link below https://productioncommunity.publicmobile.ca/t5/notes/composepage/note-to-user-id/22437
