I am an account holder from last year and trying to re active my SIM card with another plan, but system cannot find my account and also 19 digit SIM number does not exist. Do I need to buy a new SIM ?

Accounts (and service) are suspended when not enough funds in account to renew the plan.
Accounts which remain suspended for 90 days are then terminated. Permanently. Along with any funds balance, rewards, and add-ons attached to them. The SIM card is permanently deactivated, it can never be used again.
So, yeah, if it's been about a year then you'll have to buy a new SIM card and activate a new account, starting from scratch.
On the plus side, I think there's currently promos "for new customer activations only". Check the Announcements section.

If it has been more then 90 days since your last payment then you need to setup a new account. You will need a new sim and create a new account with a different email.
