When I attempt to call a local number it says I have used all my minutes! This is despite being on an unlimited provincial plan. I have reset phone, network settings are fine, checked TCL Flip is on VoLTE white list, see LTE and bars for strong signal, account is prepaid in good standing for the next 29 days, haven’t used up all data. I can receive calls OK.

Have you tried other local phone numbers? Or is it just one specific number?
If you have a physical SIM card, might want to try in another working phone. To help determine whether PM service problem or hardware issue.
If PM service issues, then you will need to contact customer service agent. Click on chat icon on right lower corner of website and follow prompts to submit a ticket.
