I redeemed reward points for data in the US and it didn't work so I paid $30 for a non-US plan and it still doesn't work please help me

so, you redeem for the US roaming Bundle? or US roaming data? Check My Account or My Rewards site to confirm you redeemed the "roaming" add-on
Check if your phone has Roaming Data enabled, and make sure you connect to T-Mobile or AT&T or Verizon and try using 4G or LTE.
