After reading the link , the setting that needs update is APN.
This is the APN setting info from Public mobile:
My current setting's only difference is
MMS proxy: 74.49.0.18
I can receive/send photos MMS right now. My phone is after 2017.
I guess my phone is OK.

Yes. There is also an announcement thread from @J_PM and help articles. You just need to compare your APN settings to see if you have the updated ones. Unless you have a device older than 2015 or some flip phones it's likely an easy fix.
