I am sure an iPhone 11 was sold well after Dec 1 2017. And if was sold in Canada it IS unlocked already. That was mandated by CTRC.
Now I am POSITIVE...The iPhone 11 is a smartphone designed, developed, and marketed by Apple. It was unveiled on September 10, 2019,

It is unlocked.
Older phones must be carrier unlocked to work on Public Mobile (or if locked to Telus, Koodo or they will workwith out unlocking…if the latter is the case take the time and have the phone unlocked…..it makes life easier!).
Starting December 1, 2017, wireless customers have been able to have their smartphones unlocked free of charge upon request from their original provider, while new devices must be provided unlocked.
Reset your APN settings and or reboot.

By new, you mean brand new, refurbished, or private seller? @Allic whats the message when you insert the sim into your phone? You can try a network reset and restart your phone if it doesn't automatically do so. Stay safe.

@Allic if this is the first time you inserted your PM SIM into the phone and it asked for a SIM puk code, then its locked to your previous provider, contact them and ask them to unlock it for you. You will need your imei number dial *#06# to get it. If its a Samsung phone contact Samsung online and ask them to unlock it for you.
If its been active for some time and it asks for a puk code. Then contact a moderator and ask them for it. There are 2 ways to contact the Moderator Team:
Once connected to Simon, you will be asked to log in again with your community user name and password. Please do, this allows you to continue and send your message.
- Check your private message sent box (click on the envelope top right of your screen) to make sure the message was sent.
- Keep an eye on the envelope top right of your screen. The mods answer will show up there. When it does, you will be asked to verify your self service account, with your password and login. Doing so allows the process to continue. Stay safe.

@Allic Contact your previous carrier to get the unlock code. If it's a Samsung try contacting them.

Can you provide more information ? Did you switch from another provider? Do you you have a Samsung phone ?
