We recently signed up for a $40 plan that came with lots of bonus data and credits... But I'M a little perplexed as I look at the first statement.

Did you do a manual top-up on December 3? That's the only explanation I have. Even if that is not the case - the money is still yours and will be used for your next payment.
I have no idea why your bank uses the "garage" tag - my credit card statement simply says "Public Mobile".
The transaction history essentially matches the bank statement if you are in a province / territory with 15% combined tax ($28+15% tax = $32.20, $40+15% tax = $46.00.
Available funds is what is in your account right now, the piggy bank from which your next plan cost is paid from on renewal day.
All the below is assuming you are on auto pay and don't top up manually with vouchers:
- Your available funds are $65, tomorrow night the system will add $2 autopay rewards (we are assuming that you don't have any other rewards) to the piggy bank, for a total of $67. It will then, in the next step take $40 from the piggy bank to pay for your $40 plan and the piggy bank carries $27 forward to your next renewal on January 31
- Late on January 30 the payment department checks in and, after converting any rewards (lets assume you only get auto pay rewards) and the $10 credit* to available funds, it balances the available funds with the amount due ($40), finding that you are $1 short for a successful payment out of your piggy bank. So it goes and gets $1+tax ($1.15, I believe?) from your debit card account on file and puts it into the piggy bank. Which now has the exact the amount that the renewal system takes out of the piggy bank to pay for your February plan cost.
- Late on March 1 the payment department puts the rewards (still auto pay rewards only. for simplicity) and the $10 credit* into the piggy bank and gets $28+tax ($32.20) from the card on file to top up the piggy bank to $40. Later the renewal will take the available $40 from the piggy bank for your March renewal.
... and so on...
* I have not gone through the second renewal with credit yet, the $10 might show up at the same time as the rewards, or a bit earlier, depending on the programming of the system.
PS: It's late enough that I might not have all the dates correct - what your account says is what counts. 😉 My renewal usually completes before 09:00 the next morning.

You have a total of a $65 credit balance, as it appears you’ve charged twice in 2 days for Public Mobile fees.
i don’t know what the reference to the parking garage is, probably something from your credit card company trying to match a spending category for you.
your next payment is covered already, and your third payment will be partially covered with your next $10 credit.
