i have a USA unlimited -talk and text package on my phone that expires today. Can you tell me exactly when it expires time wise

Now you will definitely need the customer support agents to have the payment applied toward the re-buy of the same add-on.
Make sure to contact them and let them know what you’re trying to do and they will take care of it.
You didn’t do anything wrong, it’s Public Mobile’s messed up re-buy system that is way less than adequate when it comes to US roaming add ons.

No it will not. Are you seeing the balance in your account? If so then wait for the other to go to 0/15 and then buy the other one. If you don't see the balance then there's a known problem with stacking talk add-ons while one is active. So what do you have?
The re-buying of roaming add-ons has always been a bit of a mess.

Okay so I purchased it at 4 pm EST 15 days ago so it will expire 4 pm today. The counter still shows 1/15. I have already purchased another 15 day plan and the payment has come out of my account so is it safe to presume that effective 4:01 pm today the second plan will kick in ?

When you see the day counter go from 1/15 to 0/15 is the moment it expires. Do you recall buying it at any particular part of the day?
When it goes to 0/15 then you could buy the OTHER bundle (not the same bundle). Or you would have to wait for the 0/15 items to disappear which could be upwards to 24 hours. Or you would have to contact support to have them re-buy the same bundle for you.

it expires exactly 360 hours following the point of purchase
If you will need to add another of the same add on, contact the customer support agents and ask them to apply it as there is a 24 hour waiting period after the first one expires when adding a second same add on in self serve.
To contact a Customer Support Agent, there are 2 methods:
Use the ticketing system for a faster response time. Click here and type Customer Support Agent, then select Contact Us, then select Other (or the topic that more closely matches your request). Click the result which states Click here to submit a ticket and follow the prompts, or,
Send a private message to the Customer Support Agent by clicking here You’ll need to be logged into your Community account for the link to work.
Watch for their response in your Community private mailbox which will be indicated by a number on the small envelope icon to the left of your Community avatar.

so if I purchase the plan at 4 pm then it would expire at 4 pm into the 15 th day ?

Roaming add-ons expire 15 days from the time of purchase.
