US Data Roaming not working

@CS_Agent Hello, twice now I've purchased the $10 200MB US data roaming and have been unsuccessful with it. Maybe I'm doing something wrong:

 

- I purchase the add on (not just add money to my wallet)

- Confirm that it's listed in my add ons

- Once I'm in the states I turn on Data Roaming and connect to AT&T

- I try to use anything with data and have no luck

 

When I check back on my account it says I used 0/200MB.

 

This is all done on an Android Nexus 5X. When I look at my cell network icon, it says LTE but has the small x in the corner.
