Yes, you can still use Wifi if there is a Wifi connection near you (ie. hotel).
@RC25 WiFi has nothing to do with your mobile data provider. If there's a hotspot, you can use it form any device with a WiFi radio, including your phone(s).

Public Mobile doesn't work in the Dominican Republic nor would Public Mobile charge even it did work. The only reason to remove the Public Mobole sim would be to insert a different carrier's sim that does work there.

Standard Public Mobile plans only cover Canada. International Add-Ons only cover the United States and the British Virgin Islands
Here is a link to the Public Mobile coverage map: https://www.publicmobile.ca/en/on/coverage
You can change the country on the coverage map from Canada, to US, to other countries to see where the US and international add-ons cover.
Here’s a link for information on the Add-Ons:

PM only offers roaming in the US. You could purchase a sim like Gigsky or use wi-fi apps like TextNow, Whatsapp, or Skype.

@RC25Your phone service will not work there but your wifi should work as long as you find a wifi spot that allows you to access it.
