You can use WhatsApp if you and your family and friends have this app when connected to wifi.

Download textnow app Canada number, text voicemail, caller id, all you need is wifi and the other person does not need app just the number can call Canada and USA numbers for free

Public Mobile only works in Canada, the United States and Mexico. There is no roaming outside these three countries. 

If I may make a suggestion though that might be worth looking into. You can download an app like TextNow, pick a local number to where you live now. Then, look at getting a eSIM from Airalo. Here's the link.

you don't need any add-on, you cannot use your phone with PM there.  Buy travel eSIM or buy local data sim there to use the data.  If you need phone, use VoIP app like TextNow

PM does not have any roaming services in Dominican Republic, so there is no add-on you can buy.  You won't be able to use PM services there.  if you anticipate that you need to receive 2FA code from banks or website, make sure you change to email or Authenticator app before your trip
