I'm transferring my phone from virgin to Public Mobile, I got an email to stating Youre all set! Now I can not receive calls or send and receive texts

reboot phone and reset network settings

test your sim card on another phone

and if still cannot connect, there is a problem with the activation and you need PM to help.  Since you cannot properly login, you won't be able to open the preferred Chatbot ticket.  So, you will need to message them here:

Hi @Kate1989 

Have you tried rebooting your phone? Also, have you tried to take out your SIM card and try in a different phone? Sometimes a SIM card needs to be reprovisioned.... or a kick in the butt sort of speak...  then you just place it back in your phone and reboot.

EDIT: Another option you can try is to go into your network settings and reset them and then reboot.
