Dear madam/sir,
I am not able to transfer my phone number as I am not getting any text message. I am outside of Canada, and still not able to get any text messages. I need your help with the phone number by sending the text message with the temp number or email registered with my Public mobile account. thank you.

are you transferring out of Public Mobile?
sorry, there is no way the porting authorization text can be sent to another number. If you are not in Canada and cannot receive the text, you won't be able to transfer you phone number due to the text issue
only workaround is to find a friend you trust, ask them to help to buy a Public Mobile sim card and change the sim card number to the new one so your friend can help to receive the text and reply
