let me try to help first
did you try reboot your phone? your mobile data works? incoming calls works? any chance you can test your sim card on another phone?
and are you on limited outgoing minutes plan , $15 or $13?
did you try changing your network to 3G and 4G and try both network modes?
and I also checked the Telus outage map and does not see any mobile outage

So, if you tried all above and unable to get your outgoing calls to work, I think this is the LAST RESORT and you need to check with PM, at least report the problem (I think reporting them issue is good and necessary)
Just open ticket with PM using the Orange Chatbot icon on the lower right. (For 2FA when login, you might need to use email to receive if you cannot receive the text on the phone.) Type the question Submit ticket and select Contact Us to get to ticket open screen

log in to your PM account to see if it's still an active account or maybe suspended until you pay for renewal. You could also try dialing 611 to hear current plan status.
