@Edward7 - some more details would be helpful, like are you new to public mobile (is this a new activation)?
Are you an existing customer that all of a sudden started having issues?
Have you changed phones lately since this issue?
Try:
- turning off your phone
- remove the sim card
- if you have another compatible phone around insert it into that phone, does all texting work? If you don't have another phone to test with, then gently insert the sim card back in
- restart your phone
Did these actions reset something on your sim/account to allow texts from other providers?
If still issues try to perform a Reset of your device's Network Settings.
This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.
Iphone:
To Reset Network Settings, begin by opening the Settings app. Next, tap General -> Transfer or Reset iPhone -> Reset -> Reset Network Settings. and enter your passcode.
Your iPhone will reset network settings and restart itself.
android:
Find and tap Settings > System > Advanced > Reset options > Reset network settings.

Please understand that an app settings/app cache issue can't possibly prevent someone from receiving text messges only from a specific carrier. The phone and software has no idea of which carrier the text messages are coming from.
