@hycm53 either @porcupine's phone is somehow non-standard and allows MMS over Wi-Fi, or they are actually sending them over Wi-Fi with another service and not realizing it (e.g. iMessage, WhatsApp, etc); my strong hunch is the latter. @porcupine are you an iPhone user? Are the bubbles blue or green when you send picutres with your data turned off?

His reply was helpful mentioning may need to turn data on.
Other systems have not needed data

@Patrick_RNo issues here. How is your Data? Usually MMS (picture text) not working is because your APN is not set up correctly or your mobile data is not working. Can you please confirm how your mobile data is?
The most likely cause is the APN. You need to configure (Or re-configure even if you have already configured before) your APN settings to be able to send pictures (MMS) and navigate on internet (DATA). Your "Mobile Data" needs to be activated.
Android
Settings > More / More Networks / Wireless & Networks > Mobile Networks > Access Point Names > New APN setting (or a plus sign)
Iphone
Settings > Cellular > Cellular Data Options > Cellular Network
OR
Settings > Mobile Data > Mobile Data Options > Mobile Data Network.
Check your APN very carefully, make sure to note the MMS parts.
