I can call using my cell phone, but I can not receive or send texts. After 5 Days I port my number to Public Mobile. Because of this, I can not receive my access code for conformation to access my account through text. Can any one help?

I had same problem, it has been solved in few hours by opening a ticket with PM support:

You can click on Resend Code or Didn’t Receive Code and it will give you the option to send 2FA code by email.

was it just sms issue? can you get inbound calls?
if SMS, probably a problem with activation. Please ask PM agent to refresh your account.
