This could be an account provisioning problem causing local calls to be interpreted as out of province long distance. Has the number been successfully called previously? If so, an account reset may be required to address the problem.

If you ignore the warning message, will it connect at the end?
If your call connected at the end, try dial 1 in front of your local number.
If your calls are not connected, your account may not be provisioned correctly. Adding $1 to your account may trigger PM server to provision your account again.
You plan must be an old plan with unlimited provincial talk. You may want to purchase a $5 500 Canada wide minutes or change your plan. All PM plans come with Canada wide minutes.

Try dialing 1 then area code.
